Description
David T. Scott & Associates (DTS) is seeking multiple Construction Project Managers to fill the roles of Project Manager IV (PM IV) and Lead Project Manager (Lead PM) for a federal contract in various locations across the US.
The PM IV is responsible for customer satisfaction and overall project management of multiple design and construction projects, including the design and construction of projects, renovation of government space within existing buildings and modifications to ongoing projects. Incumbent acts as the “on-site” project manager or inspector for projects and performs day-to-day construction and inspection duties. Incumbent is also responsible for resolving complex problems or conflicts that may impede progress, and for assuring that contractors and agency staff work effectively and effectively toward timely completion of projects within an established budget.
The Lead PM serves as the project leader and liaison to GSA. Incumbent also serves as the counterpart to the client program/technical manager for complex construction projects, programs, or facility rehabilitation efforts. Additionally, this position serves as lead advisor and team leader for the management of contracted Project Managers, and as GSA’s primary point of contact for all project managers.
Requirements
Applicants for both roles must possess the ability to work successfully in a dynamic team environment and consistently support the other team members; Contracting Specialist, Contracting Officer, Program Analyst and Program Manager. Equally, the incumbent is required to interface well with external customer professionals.
Incumbents may be required to travel in conjunction with project site visits and progress reviews at project locations or to attend national, regional, and local conferences, seminars, and meetings.
Specific Duties for the Lead PM are as follows:
The incumbent manages technical operations involving multiple projects and personnel at diverse locations. The incumbent must also have knowledge of the substantive nature of client programs, agency missions, policies, and performance objectives in addition to program management principles and processes, the analytical and evaluative methods and techniques for assessing program performance and improving operational effectiveness and efficiency. This individual organizes and coordinates planning and delivery of all program efforts and is responsible for the performance of all program requirements. The individual meets with appropriate client management personnel, other program managers and client agency representatives. The incumbent is also responsible for the coordination of all functions of program staff/project managers. The incumbent will actively apply quality assurance measures to the management and performance of the program. The incumbent will meet and confer with client management officials regarding the status of specific contractor program/technical activities and progress in order to resolve problems, issues or conflicts, as required. The Lead Program Manager, coordinating with the contractor, ensures that program schedules, performance measures, complete and proper reporting actions and submittals and quality requirements are met. Must track and routinely report out the real time status as it relates to level of effort, programs/projects supported, cost versus budget comparison and any special reports and data call as requested. Other duties may be required depending on GSA needs.
Specific Duties for the PM IV are as follows:
Responsible for overall management of construction projects from the preliminary planning stage through design, construction, commissioning, and building occupancy. Duties encompass broad managerial responsibilities such as planning, organizing, controlling, coordinating, reviewing, and recommending approval for design, construction, project progress evaluations, invoice verification and related work. The project manager is responsible for establishing a scope of work with a customer, preparing an independent government estimate using the government’s estimating software, managing a project schedule, and for procuring services, with a government contracting specialist, from contractors and architect/engineering (A/E) firms. Must be able to generate accurate and concise Project Management Plans, establish and track project milestones and timelines. Provide technical expertise as it relates to project governing codes, life safety, site workmanship quality, quality assurance, sustainability and environmental regulations.
Compensation is determined by location and experience.
